Further delays for the new Larnaca Municipal...

Tenders for the construction of the Larnaca Municipal Market and the adjoining municipal parking space have been cancelled by a Larnaca Municipality Committee.

Twenty two years after the demolition of the old Municipal Market, the project which is expected to radically change the image of the shopping centre of Larnaca, is delayed yet again. The tender process was launched in November 2017 with an expectation that construction would begin in May 2018.

However, according to Larnaca Mayor Andreas Viras "in a recent session, the Tender Committee decided to cancel the tender process for the construction of the Larnaca Municipal Market, all cancellation procedures will be followed."

He added that "this action does not affect in any way the implementation of the project, it will actually bring a delay of some months and our big goal is to sign the contract with the new tenderer by the end of June. We estimate that in September the works for the implementation of the Municipal Market will start."

As reported by the CNA, the reason for cancelling the tender process was that the two offers submitted far exceeded the project's budget, which was set at 4.9 million euros, excluding VAT. Despite the fact that this amount was given to the bidding companies, the two offers exceeded the budget by 26% and 31.18%. Specifically, the lowest bidder submitted an offer of just over 6 million euros while the next offer was almost 6.5 million euros.

The CNA (Cyprus News Agency) confirmed that the Tender Committee of the Municipality of Larnaca therefore decided that the bids were too large. Following this development, the committee decided to cancel the tender process and to relaunch it with a revised budget from the outset, whilst reviewing the requirements of the tender documents with the aim of increasing the number of bids from interested parties.

According to the initial plans the Municipal Market would have accommodated a variety of shops selling traditional products and perishable goods. There was also to be a landscaped space for the popular outdoor market and an information centre. The first floor would have housed four recreation premises and an exhibition space, whilst according to the designs a garden with aromatic Cypriot plants and a bar area would be created on the roof of the building. The project would also have had a range of facilities to make it fully accessible for those shoppers who are disabled.

The multi-storey car park was planned to contain approximately 180 spaces, divided into six levels, however initially only three levels would be constructed.

The old Larnaca Municipal Market was demolished in 1996 as the building was deemed inappropriate and the site has since been used for parking.
