A STAGGERING 24 percent of people in Cyprus cannot afford to heat their homes, according to Eurostat. The situation is worst in Bulgaria, where 39 percent of the population struggle to fund heating. Close behind are Lithuania and Greece on 29 percent. In contrast, Finland and Luxembourg report only 2 percent of the population unable to afford heating. �â
